Tamar has a B.Sc. in Physical Geography and Atmosphere Sciences from the Department of Earth Sciences at the Hebrew University (1987), and a M.Sc. (1992) and a Ph.D. (2002) in Urban and Regional Planning from the Faculty of Architecture and Town Planning at the Technion – Israel Institute of Technology. Her research interests lie in the areas of urban planning, urban sustainability, planning and evaluating sustainable infrastructure, planning and managing open spaces, nature conservation, conservation of coastal and marine environments, landscape ecology, regional planning and development, and public policy analysis. Tamar teaches an array of courses, including: public policy design, ecology of the built environment, environmental impact assessment, and sustainable infrastructure.

I studied my three academic degrees in biology (B.Sc + teaching certificate, M.Sc and Ph.D) at the University of Haifa. My Ph.D was on insect ecology and my post-doctorate at Penn State University was on plant-insect interactions. Today, my studies come under the field of nature conservation.
My viewpoint is that the way in which humans manage their natural resources is a fascinating demonstration of bad management. The easiest way to imperil our children’s future is to continue our “business as usual” strategy we have been adhering to since the beginning of the industrial age: unsustainable exploitation of natural resources and the comfortable overlooking of our negative effects on the environment. If we wish to avoid a grim future, we should not use yesterday’s strategies for the management of tomorrow’s crises. Instead, we must start thinking out of the box, developing novel strategies for managing the natural resources our existence on earth depends upon.
In my studies, I aim for a better understanding of human-induced changes in natural ecosystems and for the development of active management strategies that will improve natural ecosystems’ endurance, thus preserving their ability to provide essential ecosystem services in a future of increasing stress and uncertainty.

I received my Bachelor of Science degree (cum laude) in Civil and Environmental Engineering from the Technion in 2007. My undergraduate studies focused on Hydrodynamics and Water Resources Engineering and Transportation Engineering. I earned my Ph.D. (direct track) in Hydrodynamics and Water Resources Engineering from the Technion in 2011. In my Ph.D., I developed and implemented models for optimal multi-year management of water quantities and qualities of large-scale water systems under uncertain hydrological conditions, which was applied to the Israeli National Water Supply System. Upon completing my Ph.D., I was a Postdoctoral Associate in the Department of Civil and Environmental Engineering at the University of Illinois at Urbana-Champaign (UIUC). At UIUC I worked on developing an integrative “system of systems” model that preserve the inherent interdependencies among the subsystems involved in the biofuel production process.

At University of Haifa, I study how to model complex systems incorporating environmental, economic and sustainability aspects while focusing on how to guide the design and management of such systems to address uncertainty and extreme events. I also study the design and the management of “smart” infrastructure systems (so called cyber-infrastructure systems) where I use mathematical modeling and uncertainty analysis to best utilize automated sensing technologies and the vast computational capacity provided by cloud computing technology to design “smarter” infrastructure systems in general and water infrastructure systems in particular. My publications cover modeling methodologies and their implementation to water resources and environmental systems. I also have interests in methodological developments in the field of optimization of large and complex systems and optimization under uncertainty.
